With over 8 years of experience across international environments in the connectivity, not-for-profit, public, and private sectors, Paula brings valuable insights to Access Partnership’s global tech public policy work. Her specialised knowledge in digital policy, research methodologies, and project management enables her to deliver strategic solutions for government and enterprise clients.
Prior to joining Access Partnership, Paula served as the Head of Research and Communication at B/Luz Law Firm, a leading Tech & Media Law firm in Brazil, where she led strategic research initiatives on technology regulation and digital compliance. Before that, she was an Internet Policy Fellow at the Internet Society, where she contributed to key initiatives advancing internet connectivity and governance. Paula also worked as a Consultant to the UK Government’s Foreign, Commonwealth and Development Office, supporting their Digital Access Programme in Brazil working with several different stakeholders and founded IP.rec – Institute for Research on Law and Technology in Recife, enhancing Brazil’s capacity for technology policy research.
Her academic background includes an MSc in Media and Communication Governance from the London School of Economics and Political Science, where she studied as a prestigious Chevening Scholar (Class of 2021). She also holds a Diploma in Internet Governance from the Universidad de San Andrés and a Bachelor of Law degree from the Federal University of Pernambuco, Brazil.
Paula is fluent in Portuguese, English, and Spanish, and has professional proficiency in French. She is currently based in São Paulo, Brazil.
