Raúl is a civil electrical engineer with a specialty in telecommunications from the University of Santiago de Chile, a Masters degree in Economics Applied to Public Policies from the Alberto Hurtado University of Chile, and a double degree from Georgetown University. Raúl has worked in the telecommunications sector in Chile for over 30 years and in the private sector, directing technical teams in charge of the operation of telecommunications networks, as well as teaching in various educational institutions in Chile.

In the public sector, he worked for 15 years at the Chilean telecommunications regulator, SUBTEL, where he held the position of Head of the Regulatory Policy Division, developing regulations for the sector in Chile. In 2017 he founded Kefhe Consultores, to support companies and institutions in the implementation of current regulations and in technological implementation processes.
