Spencer is a Consultant at Access Partnership, where he focuses on government affairs, international trade and economic policy, as well as global digital policy, most notably with respect to artificial intelligence. Spencer advises multinational companies and supports international public-private partnerships on a wide range of issues.
Prior to joining Access Partnership, Spencer was a consultant at C&M International, a global government affairs and public policy firm. Prior to his private sector roles, he served as a contractor at the Office of the U.S. Trade Representative (USTR), where he coordinated the full-cycle process of the President’s Trade Policy Agenda and Annual Report and the National Trade Estimate Report on Foreign Trade Barriers. In this capacity, he engaged with a multitude of domestic and foreign stakeholders on issues related to trade. Spencer also studied in Geneva, Switzerland and interned for the United Nations.
Spencer is originally from Pittsburgh, PA and currently resides in Washington, D.C.
