Tural is a spectrum management and regulatory affairs specialist with an MSc in Wireless communication and signal processing from the University of Bristol and BA in Radio communication from the Technical University of Azerbaijan. Prior to joining Access Partnership, he worked as a spectrum and frequency coordination specialist and as a spectrum and radio configuration engineer for a leading IoT provider.
Throughout his career, he has been involved in various projects and tackled different technical and regulatory challenges including coexistence studies, creation and management of radio configurations, satellite filing coordination, national spectrum, and license and data regulation analysis. He has participated and contributed to various groups of regional and international organisations such as ITU, CEPT and RCC. He is fluent in English, Russian, and Azerbaijani.
