Allana Welch brings over 15 years of experience driving digital transformation and technology policy initiatives at the intersection of government, international development, and regulatory affairs.
Most recently, Ms. Welch served as Digital Policy Lead and Senior Advisor at USAID where she led implementation of USAID’s Digital Strategy, created the landmark ten-year Digital Policy (2024-2034), and founded the Agency’s Digital Public Infrastructure and Digital Public Goods practice. She served as U.S. technical representative to the G7 and G20 and represented the U.S. Government at the United Nations and other high-level international forums.
Previously, she managed the Principles for Digital Development program at the Digital Impact Alliance and built an international coalition of 250+ organizations spanning governments, multilaterals, private sector, and civil society. Earlier, she worked on USAID’s Ebola Task Force during the 2015-2017 West Africa epidemic.
Ms. Welch holds MBA and MPP graduate degrees from the University of Maryland and a BA from California State University, Fresno.
