Dr Samantha Torrance

Samantha leads activities to help companies bring cutting-edge technology and unlock growth in emerging markets across Latin America, the Middle East, and Africa.

Samantha leads the Global Government Advisory practice at Access Partnership, working at the heart of government digital policy and institutional transformation.

 

Samantha’s understanding of public sector affairs comes from a career of over 17 years’ experience as an economist and policy advisor to governments and other actors in developing and emerging markets in Africa, the Middle East, and the Pacific. During this time, she designed and managed large, multi-year, multi-million-dollar institutional reform programmes. This has included major digital transformation initiatives in the field of tax, customs, and public financial management reform. She has regularly provided advice to Ministers and senior government officials and was Adviser to the Minister of Trade and Industry in Rwanda. Samantha has worked with the UK’s DFID/FCDO, World Bank, AfDB, IMF, ADB, USAID, the EU, and GIZ.

 

Samantha holds a PhD in Economics from the University of Nottingham.
