Hercília Cristela Martins Belo is an experienced telecommunications and ICT policy specialist with over a decade of professional service in regulatory governance.
Prior to joining Access Partnership, she served at the National Communications Authority of Timor-Leste as a Senior Technical Regulatory Professional, where she made substantive contributions to radio-frequency spectrum management and monitoring, strengthening regulatory oversight and compliance frameworks. In addition to her regulatory functions, she played a key role in the design, organisation, and coordination of technical workshops and inter-institutional meetings, facilitating structured engagement among government entities and sector stakeholders.
She holds a Bachelor’s degree in Telecommunication Engineering from Northwestern Polytechnical University, China, and a Master of Science in ICT Policy from Handong Global University, South Korea, reflecting a strong interdisciplinary foundation spanning engineering and public policy.
