Hilmi advises clients on government affairs, political and regulatory developments, market access, and international engagement. Drawing on experience in Indonesia’s presidential office, business diplomacy and strategic advisory, he helps businesses understand how government priorities and global trends shape commercial risks and opportunities.
Before joining Access Partnership, he built and led the Market Engagement and Global Affairs team at Equatorise, a boutique advisory firm with offices in Jakarta and London. His team helped international businesses enter Indonesia and Indonesian organisations expand overseas through market-entry strategy, investment promotion and cross-border partnerships. Concurrently, he served as Deputy Head of the Global Engagement Office at the Indonesian Chamber of Commerce and Industry (Kadin). He directly supported the Chairman’s international agenda, including business missions, state visits and priority engagements at the World Economic Forum, G20/B20, APEC, BRICS and ASEAN. He connected business leaders, policymakers and international partners to advance Indonesia’s trade and investment ties.
Earlier, at the Executive Office of the President of the Republic of Indonesia, he covered foreign affairs, security and development in conflict areas, supporting the delivery of national priority programmes. He prepared policy analysis, briefings and speeches for senior national leadership and worked with ministries and agencies on strategic issues, gaining first-hand experience of high-level government decision-making and policy orchestration. He also led his department’s internship programme.
He holds a master’s degree in diplomacy and international affairs from the University of Oxford, where he was an LPDP scholar, and a BSc (Hons) from the University of Warwick. He completed executive education at the Lee Kuan Yew School of Public Policy and academic exchanges at Peking University and Fudan University.
