Dr Matthew Sharp

Associate Director, AI Technical Lead

Matthew brings extensive experience in tech policy advisory and consulting for public and private institutions across Europe, the Middle East, Asia, and Africa.

Matthew is an Associate Director and Technical AI Lead at Access Partnership, based in London. He advises governments, international organisations, and leading technology companies on AI governance, the economics of AI, fintech, and digital public infrastructure across Europe, the Middle East, Asia, and Africa.

 

He is also a Research Affiliate at the Oxford Martin School’s AI Governance Initiative, where he conducts policy-oriented research on AI governance and the socioeconomic impacts of AI with coauthors at DeepMind, Oxford, and GovAI.

 

Before joining Access Partnership, Matthew was at McKinsey & Company, where he consulted on technology and communications policy, generative AI, economic strategy, and sustainability. Prior to that, he was a Senior Postdoctoral Associate at the University of Oxford’s Blavatnik School of Government, leading technology policy research and advisory work with national governments on technology governance and digital economic development. He has also worked with the World Bank on industrial policy, labour economics, and national infrastructure development in South Africa, Bangladesh, and Indonesia.

 

Matthew holds a PhD in Economic Geography (Applied Economics) from the London School of Economics and a Master’s in Economics from the Paris School of Economics. He completed a GovAI Winter Fellowship and holds professional certifications in AI governance and AI safety.
