Notachard has more than 25 years of experience as a trade negotiator, specialising in telecommunications, digital technology, and international affairs.


Notachard brings more than 25 years of experience in international trade and International relations. He has been a trade negotiator since 2002 and has taken part in many FTA negotiations. He has also been the Thai Councillor to the International Telecommunication Union (ITU) and represented Thailand in many international fora such as the ITU, Asia Pacific Telecommunity (APT) APEC, ASEAN, and International Institute of Communications (IIC). Notachard has frequently been a speaker and moderator in many conferences, seminars, forum, and meetings both internationally and domestically. He is also a guest lecturer for universities.
His expertise lies in various issues such as telecommunications, digital technology, trade negotiations, trade liberalisation, international affairs, OTT and digital platform, digital inclusions, digital well-being, competition, capacity building, HRD, and many other issues.
He holds a Master Degree in International Political Economy from the University of Warwick and BBA in Marketing from Chulalongkorn University. He has also completed many high-level executive programmes, such as Digital CEO, the Thai Civil Service Executive Progam, Future Readiness for Executive Networks, and the Advanced Security Management Program.
