The digital economy holds significant opportunity for South East Asia, and Vietnam in particular. However, leveraging this opportunity to the fullest requires sound regulation and government support of an open conducive digital economy. To become an active driver of its digital economy, Vietnam should be aware of stakeholders’ perceptions of its strength and weaknesses and continue to focus on creating digital talent and guaranteeing a conducive tech investment climate. Vietnam should also avoid the pitfalls of digital trade regulation. In particular, cyber-security regulation should be crafted in a way that does not negatively impact digital trade flows and potentially undermine its benefits for international and Vietnamese MSMEs.
