Access Alert | UK Government Requests Regulatory Assessment of Large Language Models and Generative AI 

Following the UK government’s AI White Paper published last month, the Competition and Markets Authority (CMA) has launched an initial review on the deployment of large language models and generative AI, known as foundation models, within UK markets. The objective is to ensure that these technologies benefit both consumers and businesses while upholding principles of safety, security, transparency, fairness, accountability, governance, contestability, and redress. The CMA will evaluate how the foundation model markets could progress, assess the opportunities and risks associated with competition and consumer protection, and establish guiding principles to facilitate competition and safeguard consumers as AI foundation models evolve. 

The AI White Paper requested regulators to consider how artificial intelligence can be deployed while adhering to overarching principles. As a body dedicated to promoting open, competitive markets and protecting consumers and businesses, the CMA is undertaking early work to establish a shared understanding of how the competitive markets for foundation models and their use may evolve. This work aims to identify opportunities and risks associated with competition and consumer protection, establish guiding principles to facilitate ongoing market development, and sustain the current phase of innovation. These efforts align with the CMA’s strategic priority to ensure effective competition in emerging markets, as outlined in its annual plan.
