Harnessing the benefits of digital trade in APEC

The Opportunity

A government client approached Access Partnership to help enhance the role of digital trade provisions in Free Trade Agreements (FTAs) across the APEC region. While APEC economies had made significant progress in promoting digital trade individually, there remained a lack of alignment and consistency across FTAs, limiting their effectiveness. The client sought to lead a coordinated, regional effort to update trade rules in line with emerging technologies and digital business models, particularly to support SMEs, innovation, and inclusive economic growth across the APEC region.

The Solution

We analysed existing digital trade frameworks and identified policy opportunities to support the adoption of innovative digital tools. To build consensus, we convened senior policymakers and regulators from all 21 APEC economies in a facilitated workshop to review the findings and shape a forward-looking approach to digital trade policy.

The Impact

  • Valued APEC’s intra-regional digital trade at USD 1.67 trillion
  • Engaged 139 policymakers and regulators in co-creating policy solutions
