ASEAN is entering a decisive new phase of digital development. The region has made major progress in expanding internet access, with internet penetration rising from 63% in 2020 to 82% in 2024. Yet a significant connectivity gap remains: more than 150 million people across the region still lack a reliable and affordable connection, particularly in rural, remote, landlocked, and archipelagic areas.

This report explores how non-geostationary satellite orbit systems can complement terrestrial networks and support ASEAN’s ambition to build a connected digital community. By improving coverage, affordability, and reliability, non-geostationary satellite (NGSO) systems can help connect underserved communities, support businesses, strengthen public services, and unlock new areas of regional growth.

Key findings from the report:

  • USD 47.8 billion in annual economic benefits could be unlocked through improved internet coverage and usage across ASEAN, with the potential to create up to 3.8 million jobs.
  • At least USD 15 billion in backhaul infrastructure cost savings could be achieved by deploying NGSO systems to complement terrestrial infrastructure.
  • USD 33.6 billion in potential logistics cost savings could be realised by enabling Internet of Things devices for improved vehicle and cargo tracking and real-time monitoring.
  • USD 9.3 billion in cost savings could be supported by mitigating the impact of natural disasters through more expansive early warning systems and real-time disaster tracking.

To realise these gains, the report sets out targeted recommendations for ASEAN governments, including developing cross-border satellite regulatory frameworks, modernising interference rules, supporting sufficient spectrum availability and access for LEO services, promoting digital adoption for businesses and individuals, and creating a safe and secure online environment.
